{"id":16664,"date":"2020-05-19T15:38:41","date_gmt":"2020-05-19T14:38:41","guid":{"rendered":"https:\/\/www.insuranceitaly.it\/?p=16664"},"modified":"2020-05-19T15:38:44","modified_gmt":"2020-05-19T14:38:44","slug":"extra-e-u-autonomous-the-requirements-for-entry-into-italy","status":"publish","type":"post","link":"https:\/\/www.insuranceitaly.it\/en\/news\/extra-e-u-autonomous-the-requirements-for-entry-into-italy\/","title":{"rendered":"Extra E.U. autonomous: the requirements for entry into Italy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Entry into Italy for self-employment is subject to the entry quotas established by the Flows Decree and also to the categories of self-employment that the same <a href=\"https:\/\/www.interno.gov.it\/it\/notizie\/decreto-flussi-2019-ingresso-30850-lavoratori-non-comunitari\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Flows Decree (apre in una nuova scheda)\">Flows Decree<\/a> identifies from time to time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A foreign citizen who wants to carry out self-employment must first <strong>wait for the publication of the Flows Decree and then submit the request to issue a permit to the <a href=\"https:\/\/questure.poliziadistato.it\/en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"police headquarters (apre in una nuova scheda)\">police headquarters<\/a>.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The request must be completed online on the website of the <a href=\"https:\/\/nullaostalavoro.dlci.interno.it\/Ministero\/Index2\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Ministry of the Interior (apre in una nuova scheda)\">Ministry of the Interior<\/a> in the times and in the manner provided for by the annual Flow Decree.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time of the request for the clearance, the non-EU worker <strong>must have the license or authorization documentation for the activity he intends to carry out or <a href=\"http:\/\/www.retecamere.it\/cciaa-iscrizione-camera-di-commercio\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"the registration to the chamber of commerce (apre in una nuova scheda)\">the registration to the chamber of commerce<\/a> that must be presented to the Police Headquarters<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the release of the clearance, the worker can apply for an <a href=\"https:\/\/www.insuranceitaly.it\/en\/news\/new-rules-for-those-who-enter-italy-with-a-visa\/?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"entry visa for self-employment (apre in una nuova scheda)\">entry visa for self-employment<\/a> to the <a href=\"https:\/\/www.esteri.it\/mae\/en\/servizi\/italiani\/rappresentanze\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Italian diplomatic mission (apre in una nuova scheda)\">Italian diplomatic mission<\/a> in the country of origin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The foreign citizen who wants to carry out an autonomous activity in Italy <strong>must meet the following requirements<\/strong>:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 have <strong>adequate resources to carry out the activity <\/strong>that it intends to undertake in Italy;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 be in possession of the <strong>requirements <\/strong>established by Italian law <strong>for the exercise of the individual activity<\/strong> (eg registration in the register of companies, registers, etc.);<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 have <strong>adequate accommodation<\/strong>;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 have an <strong>annual income<\/strong>, coming from lawful sources, of an amount higher than the <strong>minimum<\/strong> level foreseen by the law <strong>for the exemption from participation in health expenditure<\/strong>;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 acquire, at the Chamber of Commerce, the <a href=\"http:\/\/www.po.camcom.it\/servizi\/rimprese\/generale\/att_extraue.php\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"certification of financial parameters (apre in una nuova scheda)\">certification of financial parameters<\/a>, that is, the identification of the <strong>resources necessary for the exercise of the activity<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As we have seen, a <strong>fundamental requirement is to have an annual income that can be used to access the <a href=\"http:\/\/www.salute.gov.it\/portale\/temi\/p2_6.jsp?id=2521&amp;area=Assistenza%20sanitaria&amp;menu=vuoto\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"compulsory registration to the N.H.S. (apre in una nuova scheda)\">compulsory registration to the N.H.S.<\/a> <\/strong>The foreign self-employed worker who works in Italy has the right to the same health benefits as the Italian self-employed, therefore <strong>the foreigner is also affected by the possible inefficiencies of local health<\/strong>.
